the finally, as an update on the campaign to repeal section 5d of the oav law (RA9189) which requires filipinos who are permanent residents and immigrants to execute an affidavit of intent to return and establish actual permanent, physical residence in the philippines 3 years after approval of their oav registration, in the tv show TALK BAck hosted by tina monzon-palma on political electoral reforms, many thanks to amba. henrietta de villa and TF2010 for arranging it with the TV program and for having CMA in the panel, represented by colleague irynn abano, cong. teddy boy locsin, chair of the house committee on suffrage and electoral reforms, said on television that 5d may be on the way out. he referred to it as the daphne kuok amendment (?).

this will be good news.
you will recall that the amendatory OAV bill he co-authored with rep. antonio cuenco amended section 5d by extending the period of 3 years to 7 years.

it was the amendatory oav bill filed by akbayan rep risa hontiveros, rufus rodriguez, maria isabel beng climaco and rex gatchalian that explicitly proposed to delete/ repeal the said discriminatory provision.

qualified overseas filipinos will vote for the president, vice president, 12 senators and 1 party list representative.

oav voting period runs for 30 days.
