PhilRights is the research and information center of the Philippine Alliance of Human Rights Advocates (PAHRA). It also acts as the lead organization of the Research and Documentation Coordinating Committee (RDCC) of the alliance.
Last December 2006, the Philippine government submitted its official report to the UN Committee on Economic, Social, and Cultural Rights (UNCESCR) on how it fulfilled its human rights obligations under the International Covenant on Economic, Social, and Cultural Rights (ICESCR). The said report will be presented and deliberated by the Committee on November 11 and 12, 2008.

PhilRights is currently facilitating an NGO network initiative to draft and submit an Alternative Report on ESCR to the UNCESCR and among the important rights included in the alternative report are the rights to work, food, health, housing, education, water, resource allocation, and social security. The drafts of many of the reports prepared by the various NGOs which are part of the network have been submitted to PhilRights and in the course of being consolidated and finalized in time for the submission to the Committee on ESCR in Geneva on October 6, 2008.
Prior to the submission of the final version of the Alternative Report, the NGO network has decided to conduct consultations with peoples' organizations (POs) and non-government organizations (NGOs) in different parts of the country to validate the observations, analyses, and recommendations contained in the draft NGO report.

In this light, we respectfully invite your organization to participate in the NGO / PO consultation for Luzon and the National Capital Region (NCR) on September 4, 2008, 8:00 a.m to 6:00 pm at the PRRM Conference Rm., 2nd Floor PRRM Building, #56 Mo. Ignacia Ave. cor Dr. Lazcano St., Qezon City.
