The Vanguard of the Philippine Constitution, Inc (VCPI) will celebrate the 21st Anniversary of the Philippine Constitution tomorrow feb. 2, 2008 10:30 AM, at Manila Hotel.
Gracing the special event are the luminaries from the judicial Executive and business leaders. The Guest of Honor is Hon. Gilberto C. Teodoro of National Defense secretary, who will be introduced by Hon. Ernesto L. Pineda, undersecretary of the Department of Justice.
Secretary Teodoro Jr. is expected to speak on the constitutional provision that provides "Civilian Authority is at all times supreme over the Military."
The organization President Hon. Eligio P. Mallari commissioner, Commisssion on Human Rights of the Philippines (CHRP) and the Hon. Ruben T. Reyes, Supreme Court Associate Justice will deliver their messages, while Court of Appeal Associates Justice Hon. Regalado A. Maambong will induct the new members.
According to VCPI President Eligio P. Mallari, the celebration of "constitution ay" Feb. 2 every year by virtue of the Proclamation No. 211 signed by then President Corazon Aquino in the January 29, 1988.
The commemmoration of "Constituttion Day" is relevant in order to instill in the hearts and minds of the Filipino people the true meaning of the blessings of democracy and independence under the rule of law and a regime of truth.,justice, freedom, love, equality and peace.
The special event will also give the Filipino people the opportunity to instill in their hearts and minds the noble and lofty ideals enshrined in the constitution and be able to ponder on the significance of the constitution.
The affair shall also serve as a venue for the oath taking of the Honorable Alicia A. Risos-Vidal, National Director for Bar Dicipline of the Integrated Bar of the Philippines, as a new Governor of the VCPI.
